Vallarasu is the honest Deputy Commissioner of Police who has arrested Wasim Khan, a terrorist from Pakistan. His wife is Anjali, and they both have two children. Vallarasu kills his senior police officer and father-in-law because he knows the latter is working alongside terrorists.

Thennavan, a successful bureaucrat, is appointed as the Chief Election Commissioner of the country by the Prime Minister himself. But his radical plan to fix the electoral system goes wrong.
