Seven years have passed - Takeru Kanzaki (Hitomi Matsuda), the Wakamiya clan's Wakamiya head of the Gijinkai, is released from prison. He is reunited with Shinji Wakamiya (Kazuyoshi Ozawa), his parent in the world, for the first time in a long time. As the Heisei era nears its end, the Shimazu Clan's second-generation boss, Yumizo Tokuma (Ryuji Katagiri), suffers a fatal stroke, triggering a power struggle. A succession battle erupts between Wakagashira Tetsuo Sakuragi (Yasukaze Motomiya) and Saiko-komon Kippei Hagiwara (Kazuyoshi Ozawa). Hagiwara's faction aligns with the Kanto-based Ichio Federation to block Sakuragi from becoming the third-generation boss.
