Itziar is eight years old and lives in two very different worlds. On the one hand, the world of her disappointed Basque nationalist parents and, on the other, the religious school, which gives the girl a repressive and retrograde education. However, there is another kind of world, much nicer to Itziar, formed by the street and her friends.

Javi and his friend Carlos visit an old house on the outskirts of a small Spanish village. According to his brother Juan this is a haunted house and one can hear the voices of the dead. Later he is intrigued with a room which is always closed (the room where his father was found dead). He is so interested in these mysteries that he starts to investigate all the secrets of these dead people and their stories.

Former Sergeant Diogenes Hernandez owns the Universal, a precarious detective agency private in the Centre of Bogotá, which is based in the same apartment where he and his wife Fabiola inhabit. Outside Time is the second feature film of Andreas Kleinert, a German director who grew up in the GDR and who started making films at the time of the fall of the Wall. The film is set in a small town somewhere in Brandenburg, a place which is rapidly falling "outside time"; since it cannot keep pace with the changes brought about by unification and the transformation of the former GDR. The Russian troops stationed there have withdrawn and their barracks have turned into rat-infested ruins; the intercity trains do not stop there any more and even the regional railway link to Berlin is going to be suspended. Most young people are leaving. When Sophie introduces her lover to her mother and her brother, Sergej becomes embroiled in the incestuous tensions underlying the relationship between Sophie, her brother, Georg, and her mother. The arrival of the Russian implodes the claustrophobic sham existence that held this dysfunctional family together.
