César runs a bar along Marseilles' port, assisted by his 23-year-old son, Marius. Friends since childhood, Fanny and Marius love each other, but Marius has a secret wanderlust: every ship's whistle stirs a longing for foreign lands. When M. Concepcion de la Playa Setta, an Andalusian noblewoman, the daughter of the provost marshall of Flanders, is in love with the Duke Philippe de Hornes. He is a Brussels gentleman in revolt against her people, the Spanish occupiers.
