Cheating by Kageyama, a member of the Amagasaki Daimon-gumi, is discovered at the gambling den of the Matsuura family. The Matsuura family is subordinate to the Morita family, which is run by underboss Tatsusaburo Sunagawa. Sunagawa and his men plan to use this incident as a foothold to expand into Amagasaki, which quickly turns into an all-out war.

After the retirement of boss Tokumaru, Sunagawa succeeds him as the sixth head of the Morita family, and Kano Kenji seizes the opportunity to plot the succession of the Matsuura family. Kano, who had been serving a prison sentence, is granted parole after helping a prison guard. With everyone's intentions intertwined, the day of his parole is approaching sooner than expected.

Kano, who has been appointed chairman of the Matsuura Rengo-kai, swears an oath of brotherhood with Kikuchi, a former member of the Kinosaki-gumi, but Kikuchi dies in Kano's place. This incident further intensifies the conflict between Kano and Sunagawa.

Kano Kenji, second-in-command of the Matsuura family, is released from prison and comes into conflict with Sunagawa Tatsusaburo, 6th leader of the Morita family. Kano approaches Ikeshima, a powerful figure in the former Matsuura faction, and forms the "Matsuura Alliance" consisting of executives from the former Matsuura faction.
