Tatsumi of the Marukami-kai is isolated from the Marukami-kai and is chased away by the Kyowa-kai and the Marukami-kai. Himuro invites Tatsumi and his friends to Nagoya and attempts to settle the matter, but ends in failure. Tatsumi escapes and gets the civilians involved, and as the situation worsens, Himuro tries to set a trap for Tatsumi and his friends.

The body of Kikumura, the attacker who was supposed to have been killed by Himuro, Tamura, and Kawatani, has disappeared. Himuro and his friends learn from arms dealer Jimmy Ogata that the guns the attackers had were made in China, and they suspect that there are remnants of the semi-grey group "Cobra." With Baba (Akihiko Kuwata) acting as Kyowakai chairman and Sakota (Hideo Nakano) leading the Marugami-kai, both groups begin a new chapter. Kyowakai finalizes long-delayed executive appointments: Hayashida (Ehara Shu) replaces the retired Nakajima as Shikoku block leader, while Hirakawa (Hitomi Matsuda) becomes Tohoku block leader by Baba’s nomination, easing concerns from Himuro (Yasukaze Motomiya), Tamura (Yoshiyuki Yamaguchi), and Ueki (Daisuke Nagakura). While drinking in Kobe, Baba drunkenly orders Himuro and others to “crush Marugami,” and the remark quickly spreads to Marugami and investigators. Baba then orders a manhunt, but Hirakawa objects and questions why the “Adachi-kai,” a group of delinquent gangs that fled Kyowakai’s control and formed in Tohoku, had been ignored. After being calmed by Himuro, Hirakawa heads to Tohoku to handle the group himself—setting the stage for new tensions involving Baba, Hirakawa, and the Adachi-kai.

Following the death of acting chairman Baba (Akihiko Kuwata), Kyowakai continues its hunt for Adachi (Atsushi Arai), while the Marugami-kai and the Special Investigation Unit closely monitor their movements. As expected by Himuro (Yasukaze Motomiya), Adachi contacts the Keihin Alliance's Sakagami (Yoshiki Kanahashi), prompting the Yamazaki Ichimon to stake out the group's key locations. Adachi attempts to strike a deal with Sunaga (Masataka Naruse) but flees when it falls through, escaping Teru (Yutaka Kyan) and Ryuji (Tatsuya Kishida). Himuro and Tamura (Yoshiyuki Yamaguchi) then change tactics by kidnapping Sunaga. Meanwhile, reports pour in that Yamazaki faction members are attacking the Keihin Alliance's affiliated groups, leaving everyone to wonder what Himuro's true plan is.

Himuro and Tamura of the Kyowa-kai discover that the conflict with the Marukami-kai involving the Yokohama Fujishiro-gumi is a secret maneuver between the Chinatown mafia and the half-grey group Kobura. Having discovered that they have a common enemy, the Kyowa-kai and Marukami-kai formulate a joint strategy, but Himuro and Tsurumi of the Marukami-kai are at odds over the dead Ryuji Munakata.

Kyowa-kai Himuro and Marukami-kai Tsurumi are in a tense state of conflict. The conflict between the two groups intensified due to internal disputes between the Yokohama and Fujishiro groups. Meanwhile, Himuro's brother Akimoto, a member of the Marukami-kai leadership, dies of illness. With the deterrence of East-West conflict gone, tensions between the Kyowa-kai and the Marukami-kai reach a climax.

Tetsuya Mikami, former leader of the Mikami-gumi group, took care of ex-convicts and people who had left the group so that they could reintegrate into society. However, an incident occurred in which a man working at his store was arrested on suspicion of murder and burglary after smoking shabu. Renji Himuro and Yuto Tamura have Nakajima and his friends investigate the source of the shabu.

With Kyowakai’s new leadership in place, Himuro (Yasukaze Motomiya) becomes its fourth chairman and Tamura (Yoshiyuki Yamaguchi) becomes Wakagashira. Former Keihin Rengokai leader Sunaga (Masataka Naruse) becomes shateigashira after the group is absorbed into Kyowakai. Soon after, Sunaga warns that Chinese delinquents are causing trouble in Yokohama, and former Keihin chairman Sakagami is kidnapped by a Chinese group. Himuro and Tamura rush to rescue Sakagami, now considered a brother, and defeat his captors. Meanwhile, a conflict between Chinese groups and an extremist nationalist resident over a condominium leads to the stabbing death of café employee Han. The café is also forced to vacate after its landlord changes. Determined to uphold their code of protecting the weak, Kyowakai uncovers the Chinese organization Makino Group behind these incidents.

After wiping out the Kamome Church, Himuro (Yasukaze Motomiya) and Tamura (Yoshiyuki Yamaguchi) put the matter to rest. Himuro returns briefly to Kobe with Joji (Takashi Kitadai), reflecting on how Kobe has become home and on their violent past in Yokohama. Meanwhile in Kobe, a delinquent group led by Isamu (Hidemi Higa) and Nobumitsu (Takuya Negishi), reminiscent of the younger Himuro and Tamura, causes trouble in Masaki-gumi territory. Following Kawatani’s (Hitoshi Ozawa) orders, Joji visits Masaki-gumi with Ishizawa (Hiroto Honda) and Yamamura (Kenta Kawasaki), but is delayed by Masaki’s (Yoshiaki Umegaki) old-fashioned lecturing. Soon after, a Masaki-gumi member reports being robbed by Isamu’s group. Although Joji offers to help, he is turned away. Not long after, Isamu and his crew appear at the Masaki-gumi gambling den, threatening to ignite a new conflict.

Due to Kikumura's resignation, Tsurumi-gumi was disbanded. The former Tsurumi-gumi Wakagashira is arrested, and the former Tsurumi-gumi Wakagami assistant is questioned. Meanwhile, Himuro and Tamura, who have recovered from their injuries, head to Nagoya again after receiving a report that Kozuchi was arrested after Himuro and his friends escaped. Himuro and Tamura put an end to the suffering of Munakata, the leader of the Fujishiro-gumi of the Marukami-kai, and expanded the Kyowa-kai to the Kanto region, but soon after, they receive news of Munakata's suicide. When Himuro saw the suicide note, he became suspicious and concluded that it was the work of Tsurumi of the Marukami-kai, who was the first to discover it. The conflict between Himuro and Tsurumi becomes even more intense.

Himuro (Yasukaze Motomiya) and Tamura (Yoshiyuki Yamaguchi) return to Kobe, where the Kyowakai executives—still without a clear successor—expect Himuro to become the fourth chairman. Himuro refuses, causing unrest. After meeting Ueki, Himuro decides to respect Kawatani’s wishes and announces only his retirement. At the same time, the Marugami-kai appoints Sakota as chairman following Mita’s death. Meanwhile, Sunaga of the Keihin Alliance approaches Shinjo and Komiya again. Although the information reaches Himuro through Kuroiwa, Himuro rejects it, saying he does not want the Marugami-kai to split. Himuro admits he wanted to make Kawatani the number-one boss in Japan and to unite the yakuza world, but Tamura encourages him to be honest with his own feelings. Elsewhere, the Yamazaki Ichimon learns of Shinjo and Komiya and tries to handle things themselves. During this, retired Kyowakai member Nakajima appears, and his new business becomes the spark for a new conflict.

Kyowakai acting chairman Baba (Akihiko Kuwata) is attacked, and despite Himuro (Yasukaze Motomiya) and Tamura (Yoshiyuki Yamaguchi) rushing to the scene, the assailant escapes. The Keihin Alliance and Marugami-kai suspect Hirakawa (Hitomi Matsuda), who had poor relations with Baba, but based on witness Reiko’s (Reira Arai) description of the attacker, Himuro identifies a likely suspect. Ordering Reiko to stay silent and refusing police involvement, Kyowakai launches its own manhunt. As Baba remains in critical condition and suspicion toward Hirakawa grows among investigators and Kyowakai executives, Himuro quietly burns with thoughts of revenge.

After uncovering Ruby’s true identity, Himuro (Yasukaze Motomiya) and Tamura (Yoshiyuki Yamaguchi) discover a cache of firearms and drugs. They inform only Special Investigation officer Sahara (Takayuki Kinba) that the incidents were not orchestrated by Kyowakai or the Marugami-kai, urging him to investigate those behind the scenes. Both Himuro and Sahara suspect corruption within the police, with Sahara casting doubt on Matsumiya (Gen Hongo) and others. As police suddenly move to arrest Mita (Shun Sugata), Himuro and Sahara find it suspicious that attention shifts from Kyowakai to the Marugami-kai following Mikawa’s (Yasuhiro Arai) appointment as deputy commissioner. Sahara struggles to investigate Mikawa due to his ties to the powerful Yoshioka family. Meanwhile, suspecting religion is linked to an impending terror plot, Himuro begins reaching out to those connected to the World Kamome Church.

The person Yuichi Kawatani, the president of the Kyowakai, was secretly meeting with was Mayumi Omiya. She is the daughter of Kazunari Omiya, head of the Mikami Group. Mayumi is being chased by the Chinese mafia who are looking for drugs, and Himuro Renji and Tamura Yuto stop them. However, Mayumi suddenly disappears...

Nao (Ayano Nishikawa), wife of Ota (Ryota Matsushima) from the Kamome Victims Association, is abducted by the World Kamome Church. Tamura (Yoshiyuki Yamaguchi) storms the cult’s facility alone to rescue her, and Himuro (Yasukaze Motomiya) soon follows. Ordered by cult leader Takahara (Mizuki Nishikawa), armed followers attack, and despite fighting back, Himuro and Tamura are captured. When Himuro questions Takahara about the cult’s true goal, he receives a chilling, cryptic answer. Meanwhile, suspecting Deputy Police Commissioner Mikami (Yasuhiro Arai) is linked to the cult, investigator Sahara (Takayuki Kinba) takes a risky step by consulting Matsumiya (Gen Hongo).

Himuro and Tamura confront Kenichi Uchida, an elder from Onomichi, regarding a case involving Ezaki, vice president of the West Japan Mutsumikai. Joji (Takashi Kitadai) is shot by Isamu (Hidemi Higa) and collapses. When Ishizawa (Hiroto Honda) and Yamamura (Kenta Kawasaki) rush in and aim their guns, Joji stops them. Wanting to spare Isamu and the others, Joji asks Kawatani (Hitoshi Ozawa) and Himuro (Yasukaze Motomiya) for permission to let them escape the Masaki-gumi. Masaki (Yoshiaki Umegaki) agrees, saying he will not interfere if Isamu comes under Joji’s protection. However, when Joji goes to meet them, Isamu and his crew have already fled. They escape from Kobe to Yokohama, where Kawakami (Tatsuya Nakazawa) and Ryuji (Tatsuya Kishida) keep a wary eye on the newly appointed Keihin Rengokai director, Sakagami (Yoshiki Kanahashi). In Yokohama, Isamu and his men form the Yushinkai and begin expanding their power by encroaching on Fujishiro-gumi territory.
