During the British colonial period in Iraq, Sheikh Dhari and his tribe openly reject colonization and employ peaceful resistance against the British occupation. Baghdad Outside Baghdad is based on the Gilgamesh Sumerian legend, set in the first decades of the 20th century and told with a realistic and human hold. The story portraits six different stories that in different ways reflects the intellectual and cultural life in Iraq in that period, a period that fostered great poets and singers. The film presents six figures from this period through easy going as well as melancholic perspectives, while they live as strangers in their homeland and slowly move towards death. Gilgamesh is constantly present in the story, and as set in the historical epic portrayal, watchful and fearful of the death. Baghdad Outside Baghdad is outermost a historical portrait of Iraq.

The story narrates the reality of the border city (Mandali) situated between Iraq and Iran, where the girl Lamia maintains loving relationships with everyone, highlighting the role of infiltrators like the madman who transmits information about the city to the other side.

Approximately 50 actors and 200 military personnel participated in the production. It is believed that the film’s original title was The Longest Day in History before settling on its final name. The film was not permitted to be screened, similar to another Iraqi film, The Countdown. It was reportedly banned because it did not meet the approval of Iraqi President Saddam Hussein.

The film narrates the world of fishermen, where they face greed and exploitation by a figure called "Sabti," who exploits the fishermen and takes everything from them, reaping the profits while they receive nothing. Mahmoud (the leader of the Nu'mani tribe) confronts him, refusing to be exploited, but he soon disappears under mysterious circumstances, leading to the cessation of the struggle.
