At a Japanese school, a desperate student council struggles with a recurring problem. The aggressive and relentless members of the Yagyu biker gang stop by the school each semester to beat up the kids, steal their lunch money and vandalize their belongings. The kids want to fight back but realize they're too weak and undermanned against the bikers, and so they hire a handful of tough gals to train and defend them.

Model Reiko Higa is injured after being hit by a car pursued by motorcycle cop Tomishima. Tomishima's supervisor refuses his request to apologize to Reiko, as it would be an admission of police responsibility. Forced to give up her career, Reiko leaves Tokyo to return to her hometown on Okinawa, travelling by road up to Kagoshima, and Tomishima pursues her in order to apologize.

Chief Detective KIMURA Denbei, fondly referred to as Smoky Denbei, is a legendary figure at the Metropolitan Police Department. Transferred to Denbei's Criminal Investigation Division 1, Detective KUMADA Tomekichi arrives from the Toyama Prefectural Police. KUMADA is disconcerted by Denbei's position that murderers nowadays do not need a plausible motive, but gradually adapts to Denbei's unusual methods of investigation.
