Based on the best-selling novel by Nobel-laureate Heinrich Böll, this drama is a passionate indictment of Catholicism. Hans Schnier (Helmut Griem) has earned his living as a clown, though he is in fact a very covert sort of social critic. After enduring a difficult childhood in Bonn during the Second World War, including his mother's fanatic Nazism, he is appalled to discover many of the people he knows and loves swept deeply into involvement in the Catholic Church.

A fictional, non-chronological account of the life of the scientist, adventurer and industrialist Lukas Berlinger. The key dates and central events include Berlinger's birth in 1914, his friendship with Johannes Roeder, who was the same age, his marriage to Marlit in the early 1930s and Roeder's joining the NSDAP in 1936. As a chemist and "scientist important to the war effort", Berlinger was not required to go to the front during the Second World War, but it was slowly discovered that he was helping persecuted people to escape to Switzerland. Pressure from the Gestapo cost Marlit her life, and Berlinger fled to South America. It was not until 1968 that he returned to the western part of Germany. He meets Roeder again, who is now a senator and has become rich as a "building tycoon", and meets Maria, a teacher almost 30 years his junior, who looks strikingly similar to Marlit.

The subject of this historical drama is a splintering Berlin in the years of 1948 and 1949. Played against the backdrop of social upheaval, the characters in the drama come to epitomize the best and worst of each pole of the political sphere. A 17-year-old hoodlum by the name of Gladow works hand-in-glove with a local white-collar criminal to rob and pillage every day and night, defying capture. While he and his gang of thugs are terrorizing the people of Berlin, the Soviets are trying to make the blockade of their region of control impermeable. The future casts long shadows over the drama, as Berlin's problems take the shape of times to come.
