The Kurosu clan leader, Kosuke Kurosu, receives an invitation from Namihiko Unno, a member of the House of Representatives, to a party for the purpose of raising political funds. However, the Awakai-gumi, suffering from financial difficulties due to the closing of a coal mine, joins forces with the Hamamoto-gumi, the largest organization in Kobe, and begins to target the Nanshu-gumi's territory. After much deliberation, Hiroi, a young leader of the Nanshu clan, calls on his old friend Tatsuya Shirakawa and decides to fight to protect the clan and Hakata.
